"Centred on the surrounds of the standard RAAF Staff College Crest the caricature depicts the College's Owl of Wisdom - (albeit considerably aged) - garbed in the flying gear of an earlier time.

The wheel chair and crutch  suggest that wisdom can still prevail despite signs of senility and restricted mobility - the biplane surrounding the Crest is symbolic of the "Royal Gift" of aircraft when the RAAF was born.
